Our Commission (NHRC) received a petition (05Jinin302) with your Office as the respondent that, pursuant to Article 36 (1) (i) and (ii) of the National Human Rights Commission Act, we hereby request the written
statement within due time.
A. Petitioner: Shafir Olexandr (Ukraine)
B. Respondent: Director of Seoul Immigration Office
C. Period of submission: Within 14 days from receiving the request of
statement
D. Details of petition
1) The respondent interfered with the legal procedures (delay of document delivery, manipulation of document related to litigation and others) for compulsive deportation on the matters related to the unjust dismissal of the Petitioner
2) For a foreigner under custody under custody to contact outsiders, there has to be bribe money for employees, otherwise the foreigners are treated like slaves and placed under disadvantages (This is a customary practice.)
3) In the event that a foreign under custody raises an objection in any way to the respondent, the respondent has so-called ‘black list’ that the foreigner is targeted for first in line for deportation. And the petitioner was threatened to be a part of the black list.
4) In an attempt to make the inmates to accept deportation easily, the inmates are given dirty clothes and place 10-12 persons to sleep in a small room (3m x 3m) without ventilation and other inhumane treatment.

2) Data pertinent to the contents, result and others related to the litigation of the petitioner (administrative litigation on deportation of the Ministry of Justice, criminal litigation related to illegal actions against the company, complaint against Jung Sang-jin, an employee of your Office, and others)
3) Status of inmates (standard and inmate number for each cell) and whether there is any regulation related to facilities
4) Your opinion and reference data. End.

② A petitioner Jung Sang-jin forced to dismiss the abovementioned litigations, and placed the petitioner under the blacklist for reducing the deposit that the petitioner paid for the protective relief of custody, and intentionally disposed the petition for objection on the deportation order in April 2005.

④ The custody facilities do not have a means of drying, insufficient blankets, no towel for free that inmates pay 2,000 won for each sheet. Also, a room of 3m x 6m has 16-20 persons that it is too narrow and interferes with sleeping.
