Lol indeed he has. When I posted I heard him continue on with this monologue about how Jackie was bad enough and explained a lot about Rose, but then there was Sylvia who would likely kill him if he turned up around Donna again, and knowing River's tough attitude and shooting skills he doesn't want to imagine what sort of mother she came from.
