Unfortunately, I don't have a passport at all.

I'm going to the Social Security office tomorrow, with various tax documents and pay stubs and my employee ID (which was in my car and not my purse, thank God) to see if I can get a new card.

Once I have that, I can use my employee ID plus my social security card to get a new driver's license and voter registration card.

After that, things become vastly easier. But tomorrow afternoon is going to be no fun at all.

I encountered this problem of needing one document before you can get the other, back when I got married and changed my name. The Social Security card seems to be key. Get that one first, and then the others will all fall into place.

You should be able to get a new copy of your birth certificate from the records office of the state in which you were born, for a small fee.

That experience - with the Social Security card - matches what I had when I changed my name after getting married.

I'm about to head to the SS office and see if they can give me a new card with the documents I have - tax documents and my employee photo ID. Over the phone they said that should be possible.

When this all clears up, you might want to get in touch with the state registrar of vital statistics--or whatever the name of the office is-- and have them issue a certified copy of your birth certificate from their records. Then find a safe place to put it (safe-deposit box in a bank, or a safe at home) and leave it there for just such an emergency.

Also, don't blame the bureaucrats, blame the voters and their elected representatives. The underlying statute governing the documents required for drivers licenses was amended by the legislature in the wake of 9/11. Whereas before, the DMV might have had a bit more discretion, the post 9/11 amendments, by writing requirements directly into the statute, took away whatever administrative discretion may have existed.
