Driving lessons and carlessness

It's been a while since I drove. I let my license lapse during school and now need to get a new one. I don't know anybody with a car here, and my family is all back East, so I can't really practice. Since you also need to provide a vehicle for the road test, I'm wondering what my options are

Why do you need a license?

I'd like to be able to do day trips out to places. It would have been nice to have been able to go apple-picking this year. I'd also like to visit the mountains.

are you sure you need to take a driving test again? i havent had to take one of those since the first time i was given a license.
