Pretty sure this is more aimed at spam than blogs or message boards, but I'm not a lawyer, either. I would assume there are some serious first amendment violations if the latter is true.

Doubt it would past muster with the Supreme Court.

Uh, and we're talking about the same George who said he'd prefer a dictatorship? Wouldn't it be awfully convenient for him to be able to send folks to jail for annoying him? It should be more efficient than declaring them Enemy Combatants and locking them up in military prisons. And...

So if you're being annoyed do you just call someone up and report the URL at which you were anonymously annoyed? And then how do they even ticket that individual? Email them a ticket? @ their livejournal account?

There's no way this is going to be taken seriously by anyone smarter than Bush.
