The other day I went to a dollar store, and as I was perusing the isles I came across a packet claiming to contain 18 capsules that when submerged in water would suddenly transform into sea creatures. The bounty of the sea, indeed. I had to look in a bunch of dollar stores for props recently, and while I didn't encounter exactly the things you're describing, I did find that there seems to be a surplus of tightly packed balls that expand in water to become useless, soaked towels.
