Those things all evolve your pokemon. Which you would know if you ever bothered to pay attention to anything. You just give it to them and trade them to someone else for a bit, and they evolve into something more powerful.

But yeah, the King's Rock and Dragon Scale are things that will help evolve pokémon. They only work with certain types, but I don't remember which ones. [Shrug.]
