Well, I must admit, I'm no expert on Koopa anatomy... but... I've seen wingless Koopas without their shells, and they seemed similar to humans anatomy-wise, at least as far as the basics are concerned.

Good question, Nester! Breasts primarily exist for providing milk to a woman's infants. There are two breasts on a woman's body due to the fact that the average number of children born at a time is one. One breast for feeding, and the other for back-up.
Scary thought-- if women were expected to have more than one child every time, they would evolved to have four breasts or more! Look at female animals, like dogs or cats-- and by animals, I mean non-anthropomorphic ones. They have multiple teats to suckle their litters!
Men are often attracted to large breasts because, deep in their subconscious, they're programmed to pursue women who can give more breastmilk for their offspring. Of course, men have many different preferences as far as breast size. After all, there's also the biological matter of creating nice, healthy offspring! If the opposite sex looks good to you in some way, it's your brain's definition of "healthy."
