as far as actually making the stencil, i designed it in microsoft paint and cut it out of transparency paper (the kind you use in an overhead projector). to apply the stencil, i just waited 24 hours for the base coat of paint to dry, and then used a small paint roller to apply the stencil paint. stenciling the walls took about an hour, tops.
if you are interested in stenciling, there are some GREAT tutorials at stencilry.org, which is where i initially learned.
