I actually found it pretty adorable when Cas was yelling at Dean in the beginning, but it seemed like he was genuinely deeply concerned and angry that Sam might not have woken up.
Ah, but he didn't know how he'd been acting towards Cas before he got his soul back. Before the aborted hug, had Cas even mentioned Sam being soulless? I can't remember.
There must be some reason they'll explain later on as to why there was no hug. I'm hoping there's a reason...
My theory is that Sam knew he called Cas down to get info from him in a somewhat ~shady manner and he felt awkward giving him a hug b/c of his guilty conscience.
Also, they're both just a little awkward around each other sometimes. It's adorable. Like when they shook hands at the end of season 5 and Cas tried to lie and tell Sam everything would be all right.

bellevue postulated that Sam didn't hug Cas 'cause he was hiding his boner~.

But why the non-hug. I'm still baffled by this. Sam would hug Cas.
Oh, Cas. Bless his heart. All he really wants is a hug, and no one will give it to him.

Cas so needs a hug, he is clearly so lonely with the civil war and all the shit he is silently going through, come on Winchesters give a Cas a hug!

Honestly, I don't even care who hugs Cas right now. Poor thing just needs one.

Though that 'boner' theory explains everything.
