haha i didn't know hamsters can swim/float/like water. i can't imagine such a tiny creature would join him soaking in the bathtub together.. xD i guess his hamster is clever to be doing such things cos mine would either go missing or poop carelessly if i let it free.. loll

しつけらんない comes from the word しつける which means to train or teach animals. It can also be used for rearing children, but in this case he's talking about animals, not children, hehe. Anyway, what he means is that he can't train or rear animals. Either because it's really difficult or because he doesn't have the patience to do it. The ending of the word らんない is the same as in the word やってらんない, which you way have heard before? It's kinda like when you are fed up with something, or its too difficult and you just don't want to do it. So, it's the same kind of feeling. So, the reason he recomends hamsters is they dont need to be trained and can do stuff on their own, hehe.

I was confused between the two options that my dictionary provides:
1 〈子供などを〉 train； discipline； teach somebody manners.
2 〈し慣れる〉 get ［be］ used to doing； grow ［be］ accustomed to doing
so the correct one for this context is the first one, ne? Hehehehehe~

Ahh, I see! There is two words. The word that he is using is this (躾ける) but the kanji is difficult so it's almost always written in hiragana. The other word that you were mixed up with is 仕付ける, same reading, but different kanji and meaning. So yes, in this context it should be the first one.
