Considering this isn't Antarctica, the middle of the ocean, or land belonging to any one of us, I can pretty safely say yes. We're in a different world.

But it's called Ruby City and there's a medium-ish population here and I would strongly suggest avoiding the church and the river here and... ah, France should be happy to see you? [Important things, yeah. Since he's dubious on whether or not Italy's recognized him at all. He can never be sure.]
