Yup. As was said before, sound cards are bountiful and inexpensive these days. Unfortunately, most of the bountiful and inexpensive cards are also not of the highest quality (I know the lower-end Soundblaster cards are simply re-branded Ensonique cards that they got when they purchased the company). =P In the last year I've had two soundcards, on my desk top box, simply up and stop working. The only solution was to replace the card (well, I did'nt replace it the second time since I have my laptop, and don't use that box for anything anymore). =P
Wolphin's probably right, but I'd remove/reinstall the drivers first: something may have gone and gotten corrupted.
The other question my old support training asks is "Have you installed any new software before you noticed this new problem?" Because that might be related.
If the blips only occur in windows, your card may be picking up interference in one of the aux. inputs, which aren't mixed and amplified until Windows tells it to: try muting the inputs one at a time, and see if one of them makes the blips go away. (Still hardware and still 'gotta replace', but you never know...)
I forgot my favourite trick. A hammer. A big hammer. One of those Acme Inc. style hammers. Ok, might not solve the problem, but you defiantely will feel better. Isn't much a 10lbs dumpy hammer can't assist with in one way or another. :)
I'd guess its a hardware problem. Could be a huge range of thing. Slight tick in the supply rails, dodgie capacitor, shorted contacts. Sometimes even a software glitch can cause it. I'd go for the obvious. Dust everything down, check its seated in nicely and possibly reinstall/upgrade drivers which I have had fix up little problems like that before, but most of the time that makes no difference.

I always am! I've been meaning to give it another try, but I might wait untill this summer when I'm staying with my girlfriend. She actually took a professional hypnosis training course!

Of course I remember you. You were the one who most managed to get me interested in tooniness and toony transformations...how could I forget?
As for the icon...it's actually pretty old. Glad you think it's cute. It sorta represents how I best see myself these days...floopy and all-over-the-place.
