Wolphin's probably right, but I'd remove/reinstall the drivers first: something may have gone and gotten corrupted.
The other question my old support training asks is "Have you installed any new software before you noticed this new problem?" Because that might be related.
If the blips only occur in windows, your card may be picking up interference in one of the aux. inputs, which aren't mixed and amplified until Windows tells it to: try muting the inputs one at a time, and see if one of them makes the blips go away. (Still hardware and still 'gotta replace', but you never know...)
I forgot my favourite trick. A hammer. A big hammer. One of those Acme Inc. style hammers. Ok, might not solve the problem, but you defiantely will feel better. Isn't much a 10lbs dumpy hammer can't assist with in one way or another. :)
(Grin!) Ah, the joys of Percussive Maintenance. I knew a Macintosh that had to be hit in *just* the right spot on the left-hand side to clear up the monitor - one of the simms was loose, and that jiggled it back into full contact.
