Alas, this scene from Tootsie hadn't been familiar to me before I started looking for the exact meaning of this phrase.
The phrase that got me thinking was 'That is one dress!' which is said by a guy when he sees his date in a skimpy dress and then there was 'one nutty hospital' so I assumed that this phrase has some kind of negative connotation, which was an incorrect assumption.
So, just to check myself: when I'm told some crazy story I might say 'That is one weird story!' which will mean 'That's such a weird story!', am I right?

This is some hospital - Это еще та больничка (может быть как с отрицательной, так и с положительной коннотацией)
