Is there any particular reason why you want to lock the fic? I understand locking the adult rated art, and to be honest, especially if it's underage and sexually explicit, I would suggest posting it on the IJ comm instead, flagging the post here and linking to it, because LJ isn't underage-adult-art friendly.
But with fic, if the entry or even the comm is flagged as explicit, I don't know if it necessarily needs to be f-locked.
Depending on how you're running the voting, f-locking puts those pieces at a distinct disadvantage. For springsmut, just to give you an example, the entire community is flagged as explicit adult content, all art is posted to our comm at Insane Journal, and there are links from LJ to IJ. (After the fest is over, we'll probably f-lock the LJ posts with the art links, depending on what the artists want us to do.) For fic, we're posting at both journals and the participants have the option for the text of the fic to be posted at IJ only with a header and link at LJ.
F-locking came about awhile back when it was stated that all f-locked posts wouldn't get reported or reprimanded, sort of thing. However, I'm going to read through the new guidelines once more, check out what some simelar fests are doing, and get back to you both. ;) I'll do my best to find a compromise that A) keeps authors/artists/the community out of hot water and B) is fairer to those working on NC-17 fic/art. ;) :D
We've spoken about it and we've decided to keep the rules the same for NC-17 posts - HOWEVER, we are going to post NC-17 works against eachother to keep them on a level playing field. We aren't going to figure out the overall points for each fic by how many votes they recieve, anyhow, but the average. Also, any extra works that are NC-17 and wouldn't match up to post against eachother we'll post on IJ ONLY and link it from LJ, flagged as adult content. It WILL be public on IJ, though.
A quick word about formatting - I've found that my Remus thinks in italics all the bloody time, and it's a real pain going back through putting the little html tags in for posting on LJ after I've written a story in Word - so I just put them in as I go along. It means I have pointy brackets all over my Word document, but it saves a lot of headaches in the long run.

Well when I write my stories and I go to post, instead of using html I click the tab to change it to rich text and this has worked pretty much every time to keep my formatting.
I'm not sure if you've tried this but if you did just write it in Word as normal and then post it using rich text it should work. And save you a lot of hassle I'm sure! :)
The only problem with that is that the formatting gets messed up. The font is different, and you can usually tell which stories are cut/pasted from Word and which ones do the tagging under the html tab.
Once you get used to it, it's actually pretty easy to do the html coding yourself, though. And there are really easy ways to do a "find and replace" thinger on Word that will code your italics and paragraph breaks.
This includes graphic sexual acts (anal penetration, bondage, S&M, etc.) Bwuh? These fics aren't going to all include anal penetration? *confused* I thought it was serious graphic sex I was signing up for here.
I'm joking, of course. I just wanted to use the term "anal penetration" in a sentence because really it can never be used enough.

I think it turns out that rating my stuff PG13 so far has been alright *phew*
I do hate the LJ strictness but I understand that it's necessary.
