1. I generally try to keep my characters as IC as possible. What's the fun, if not? Granted, I also enjoy a fair bit of crack when I can find it. I guess it depends on the character - with Dean I probably wouldn't stray into silliness, but with Ron I might.
2. Around other fandoms? I think it's easier, myself. Maybe that's just because it's something new and completely different for the character, so it's all just in the reaction. I love the random fandom characters, like Captain Jack and the unicorns, omg. Let's go to Candy Mountain, Chaaarlie!! :D
3. As to the characterisations, I think that's all about the character. Some characters just have a set sort of personality, it seems, whereas with others people are taking on different interpretations. But that's the fun in everyone coming together, yeah?

I find that for some characters, the characterisation generally stays the same, including for some minor characters. The versions of Morag I've seen all have something of a "say whatever I want" attitude. Which is cool.

I find there's big differences in characters across different games. Some adhere mostly to canon, and some are hugely original or fanon takes on characters, and some are inbetween. I definitely see that with the characters I play.

I find that most of the Siriuses I've found have the same fundamental similarities, but they've each been shaped by what they've experienced in their own universes, so they're each a little different, too. I'd expect that with a character that's got a pretty solid canon basis. I'd expect a lot more variance in a side character, like Blaise, Hannah, Susan, etc.
