Ah, the account is misleading, isn't it? But no, I wouldn't volunteer Leon--he'll be too busy getting his friends' souls back, haha--but rather this boy here, who has...some CR, but I'm not sure how inclined they are to risk themselves for him, you see. (Also, just for reference, Leon has left Cianwood and is back in Olivine at the moment!)
