Sorry for the totally random-passerby-comment, but I am doing the exact same thing, and I can help a little.
Everywhere is Walking Distance, If You Have the Time is an amazing story, in which the author fixes things working entirely without changing any canon. It's not fluffy, but Ianto's not dead, and it all works out eventually. It does touch on some pretty angsty stuff along the way, but I found it immensely satisfying.
torchwood_house is a good place to go for recs. They recently posted a couple of lists of recs for the fluff (because Torchwood fandom is needing that at the moment, funnily enough), here and here.
Torchwood fandom are mostly pretty nice, so just jump on in there, it'll be fine. :o)
And even though I am a complete stranger, I am going to offer a hug because I know exactly how you feel about CoE. It was an excellent political thriller, but it was not what you expect from Torchwood. *post-CoE hug of sympathy*

This is exactly what I was hoping for, thank you! The first story you linked looks especially promising. I don't think I need out-and-out fluff, just a little canon replacement. :) I'm just testing the fandom waters for now, but something tells me I will be fully immersed before too long, lol.
There's a lot about CoE that I enjoyed, but my fannish side will be a long time recovering. This will definitely help. Thank you again!

You also can't go past anything by copperbadge, who posts his fics as sam_storyteller - well worth having a trawl through.
The first story doesn't even need you to replace canon, which is one of the things I love about it!
