I don't get it, he's basically saying that al-Qaeda in Iraq is foreignly run and they made up an Iraqi dude to lead it to put an Iraqi face on it and to get all these Iraqis to follow them. How does that make "al-Baghdadi" a fall guy? And what is he meant to be a fall guy to? *confuzzled*
