Actually, the issue isn't that it's too bright, the issue is that it's too dark. Staring at the sun exposes your eyes to extra radiation, but that's not a problem since it's normally too bright to look at for too long anyway. During a full eclipse, it's dark enough that you can easily look at it, but the radiation levels aren't reduced by a significant amount. So you can just stare away, thinking you're ok because it doesn't hurt, but still badly damage your vision.
