Fleur did not miss the irony of pitching an agency dedicated to social equality -- particularly that of Muggleborns -- to a Malfoy. However, she had introduced many, far more difficult topics and negotiated a number of trickier deals during her work for Gringotts. A little before 1 o'clock, Fleur stood and brushed down her smart business robes in preparation for her lunch meeting with Narcissa Malfoy.
The walk to Merlin's Garden was short. She informed the hostess there would be two for lunch but she would wait for her guest. Fleur hoped that even if Madame Malfoy was not interested in her agency, she would know of others who might be.
