Most places, at least in the US, are required to provide some means of heating rental units to at least a habitable degree (specified by law), even if they don't pay for the heat. You might want to check into that, because it could be illegal, especially if it actually was freezing. (I had a go-round with a landlord who was supposed to provide heat and didn't, and it was ugly.)
On a happier note, I'm glad there seem to be a lot of congenial people around, and you're settling in.
yeah, I think we have legal rights to pressure our landlord. The problem is- I wouldnt be surprised if our basement unit is not actually legal. I'm a little worried that if we lean on the landlords, they will just threaten to raise our rent, or kick us all out to do repairs.

I found out from the victoria_bc community that the Residential Tenancy Branch of the BC government has an office in Victoria where you can go to get some info and maybe advice.
