In the article it tells you the number of meds found in Philly water, but it also states that some municipalities tested only for certain substances. The fact that Philly listed so many could also imply that they were doing a more thorough investigation.

It's still freaky as hell, but I think it's a little premature to say they have the most--they've just identified the most.
