I have a pair of leather ankle boots by an outfit called Michel that I really like. They're mostly waterproof--wading in a puddle is out, but they keep the rain off and the snow out--and not too toasty. I wear them at about 50F and below, or when it's warmer and raining. However, I've only ever seen this brand for sale Shoe Carnival, which I think is a chain mostly in the south and lower midwest. But maybe they sell them somewhere where you are as well? Mine were...I think about $40, but I know they've had these kinds on sale for less.

You'd have to order them on-line, but the LL Bean Comfort Moc's rock. I've had a pair for 6 years and they don't bother my feet yet and they're water resistant more so with spray, and I generally wear them out all winter here in Maine.
