Yes and no. When there's a shutdown, "essential" NASA employees stay on to make sure nobody breaks in, nothing explodes, etc. Official NASA twitter and social media is not replied to, that kind of thing.
However, the KSC Visitor Complex is staffed by a contracting company, not the government, and it is not funded by the government either, so it stays open.
It is, because you do the driving between the visitor center, which is outside the gate, and the launch pads and Saturn V Center. It's a drive of several miles and the bus driver gets to narrate all the space facts and point out the big bald eagle's nest and alligators and everything.
