You know I love Teal'c, but I thought this episode was pretty lousy.
1) No
2) Yes, apparently so
3) Absolutely! Sometimes SG-1 gates to a planet that is even more obviously the Planet of the Scots-Irish Canadians than other planets, and I laugh myself sick! I also notice when Sam and Daniel start speaking with Canadian accents even though they're supposed to be totally US. (It happens more in later seasons, particularly when they have scenes with just each other.)
4) That explains a lot!
5) Teal'c has so many cool lines that I'm hard put to say it's the best. Among my favorites is: Jack: What if I'm not O'Neill? Teal'c: Then I was not talking to you.

3) I honestly don't notice the difference between most of the "US" accents. It's not what I watch for. But then, you know I'm crap at accents. :-)
