Yeah, well, it couldn't possibly be because New York state is $750 million dollars in the red, could it?

And that government panel's (the U.S. Preventative Services Task Force) recommendation was non-binding anyway. They don't get to issue a ruling and have it automatically enforced.

Plus, although you have the American Cancer Society saying "every year past age 40", you also have the American College of Obstetricians and Gynecologists saying "every one to two years". So it's not cut and dried... even the experts are split on the matter.
