Just what I was about to ask, although I gathered from the text that tellers don't have quotas, but "bankers" do.

that's exactly right. Tellers have referral goals, and bankers have sales goals. Since I am a relationship teller, I have both. Mainly, it's to do with soliciting business. Fortunately, I feel really good about this company, so I don't mind doing it.
