How convenient.
"The employees of the Mercer County Public Schools are qualified professionals who treat students with respect and dignity while providing a safe and nurturing learning environment," Davis said in a statement.
That is demonstrably untrue.
State education officials said they were investigating.

Sounds like a misplaced attempt at using close areas and/or pressure to calm him down. I'm on the spectrum myself, and under a heavy blanket is a very soothing place to be.
It should be his choice, however, and never the teacher's. She could suggest it, or punish him as she would a nuerotypical child, but this is beyond unacceptable.
I've had a much lesser form of screwed-up punishment from an asshole teacher (Had my hair forcibly tied up and told I could sit there whilst others could see me crying) and even that has had long-term effects.
Even if the kid smirked or whatever you should NOT stuff him in a bag.
Oh my god, that is fucked. And these teachers do this shit and wonder why kids act out against them. If that had been my teacher in around the second grade, I probably wouldn't have just screamed, I probably would have PUNCHED.
In a way its kind of relieving to see that others see it as screwy >.> its not as bad as what happened in this post but still. I think sadly I was a sensitive kid and thought 'punishment that drives you to tears = normal' back then.
Though if I see her again she is getting a mouthful.

Sad thing is it's nothing new, teachers were pulling similar shit decades ago. It's only more acknowledged now.
