This is the "There's no racism any more! In fact, the pendulum's swung the other way and now it's white people who are oppressed!" argument.

Combined with "People of colour are so vulgar and violent that they're ruined our noble traditions!"

It's all okay as long as you utter the magic words, "I'm not racist, but..." before you say anything.

Gee, I'd of thought that if they wanted to limit it to "natural born United States citizens" there'd be something about Native Americans in there. They're about as Natural Born as it gets.

Also, as there was mention of wanting to get 12 other cities in on this, it looks like an attempt to overturn a few laws, or at least get the momentum rolling on that.
