Thank you for the information. It seems there were the beginnings of such a defense force, but they lacked any real impetus behind them.

I am aware that a volunteer defense force is not the military and that I have no real power over the others here. I am merely the coordinator, and I would be as beholden to those in the force as they would be to me.
