It does sound like a perfect job for you, and one for which you definitely have the right skills. I'd say go for it, and good luck!! They may well be able to accommodate some of your requirements in terms of flexible working to help you manage Embie's childcare/kinder situation, especially if it's a short-term problem (ie just this year). As far as the management aspect goes, they may also be looking for project management and line management skills (as well as ability to deal with large numbers of people), so don't forget your other committee experience; and maybe there are other relevant elements from your previous jobs you can draw on? Yes, absolutely! My academic cred may help even though we haven't worked together in that context... or not, but y'know, I guess it can't hurt either. If you want to give them work contact details for me, it's: Research Fellow, Institute for Science, Ethics and Innovation, University of Manchester, Manchester M13 9PL, UK. And you have my email as well.
Just a note, though, that I may be out of email contact for two weeks from 2nd Feb, which might coincide with the refereeing period. Then again AFAIK most jobs don't go to referees until they've shortlisted and possibly done interviews, so maybe it'll be later...

Can I list you as a referee by any chance? Along with demonstrable experience, I'm a little short on referees too.
