Well, in fairness, half the fountains around Rome have mini-dolphins everywhere. So maybe they just thought they were being... uh, true to classical... sculpture... or something... and...
If it's any help, I'm pretty sure the sculpture's representative of Zeus kidnapping Europa, which he did in the form of a bull, and then swam with her to Crete, hence both her looking back toward her home and the dolphins.
But in all reality, that little "angel" is Cupid, as mentioned before. I've researched that many artists choose to include Cupid or cherubs in the scene of the "Rape of Europa" to represent her willingness to go to the bull, innocence, and blah blah blah. If you Google "Rape of Europa" and look at the images, you will see there are lots of cherubs that seem to chase after Europa or stay with her.
