Показания давал директор АНБ адмирал Роджерс, для которого это было последнее выступление в этой роли. Этой весной Роджерс уходит в отставку. На его замену выдвинут, но пока не утверждён, генерал Пол Накасоне, командующий киберподразлелением в сухопутных войсках.
В подготовленном выступлении естественно упоминается Россия.
The Intelligence Community concluded last year that Russian actors, with the knowledge of senior decision-makers, employed influence operations to interfere with the U.S. presidential election in 2016. In recent months, Congress has heard testimony from leading social-media companies explaining that their business records had logged an even wider pattern of Russian cyber meddling before the election -- one that matched malicious cyber activities seen by several other nations. The Kremlin has used hackers to steal personal communications that Russian operatives then parceled out in targeted leaks, and created fake social media personas and news items on all sides of controversial issues in the hope of stirring discord in the West. The idea is to make Western electorates distrust all news outlets and ultimately one another. This threatens the foundations of democracy, making it difficult to discern Moscow’s intentions and to craft common measures for countering Russia’s aggressive actions in its near-abroad and its repression at home.

Ангус Кинг задал свой извечный вопрос о том, почему не только нет ответа на российские атаки, но и не выполняется принятый Конгрессом закон, обязывающий Пентагон подготовить доклад о таком ответе. Вразумительного ответа не было.
Джек Рид, старший демократ в комиссии, заострил своё выступление на том, что для ответа требуется приказ президента и координация сил на уровне высшего руководства.
I understand that Presidential leadership is critical on these issues. I raised this matter with the Director of National Intelligence and each of the intelligence agency directors, including you, Admiral Rogers, at a recent public hearing of the Intelligence Committee. The very disappointing answer that I received is that the President has not directed any action on countering these threats. In addition, countering these threats requires not only that the Defense Department integrate all the components of information warfare; it is essential to integrate capabilities and authorities of all the national security and law enforcement organizations across the government as a whole. This, too, requires leadership that so far has been lacking.

"The notion they came after this, brazenly, and that nobody can sit in that chair and say, 'We got this … the notion you have not been given this mission to stop this from happening this year, is outrageous," said Sen. Claire McCaskill of Missouri.
McCaskill also asked whether the U.S. was "strong enough" and "smart enough" to prevent Russia from "doing this again."
Rogers replied, "We're taking steps but we're probably not doing enough," prompting another furious response from McCaskill.
"I want to know, why the hell not?" she said. "What's it going to take?"

В ответ на ее вопрос Роджерс сказал: “I believe that President Putin has clearly come to the conclusion that there’s little price to pay here…and that therefore I can continue this activity.”
На предыдущих слушаниях директор ЦРУ Помпео как бы намекал, что у ЦРУ есть возможность проучить Путина так, чтобы отбить у того желание вмешиваться в американские выборы. Но он также признал, что от главнокомандующего приказа на такую операцию не поступало. Со времён скандала Иран-Контра ЦРУ не проводит крупных операций без прямого приказа президента.
