60-летний Михаил Иванович Быстров числится генеральным директором питерской фабрики троллей и в обвинительном заключении Мюллера идет вторым пунктом после Пригожина. Быстров пришел из органов и назывался в старой заметке "Коммерсанта" одним из основателей питерского РУБОПа (Регионального Управления по Борьбе с Организованной Преступностью).

По информации Ъ, начальником районного управления внутренних дел Московского района назначен Михаил Быстров - один из основателей РУБОПа, в последнее время возглавлявший оперативно-розыскное бюро ГУ МВД в Северо-Западном округе.

О том, что это была за организация, рассказывается в нашумевшем анонимном расследовании о путинской "первой тонне кокаина":

Питерский авторитет Рома Цепов, хороший друг Путина и Аулова, в 1990-х гг. купил себе корочку офицера РУБОПа. Он типа работал в отделе по разработке лидеров преступных сообществ (которым сам и являлся). Так вот Рома называл РУБОП «управлением по борьбе с плохо организованной преступностью». В том смысле, что они, конечно, боролись с бандитами, но только с теми, кто им не отстёгивал.
Авторитет Рома Цепов (на трибуне) в гостях у курсантов Военно-политического училища ВВ МВД. Дарит будущим политрукам телевизор. Снимок сделан в июне 2004 г., жить Роме осталось три месяца. В сентябре 2004 его отравят полонием прямо в кабинете начальника питерского УФСБ. <...>
По сути, в своем интервью из тюрьмы Кумарин сказал следующее:
1.В начале 90-х гг. на него, крупнейшего авторитета в городе, вышел офицер Аулов от РУБОПа и предложил централизовать завоз и сбыт наркоты в регионе. Ибо кто это сделает - «получит большие деньги». Хорошая бизнес-идея от управления по борьбе с плохо организованной преступностью. Аулов - настоящий «бизнесмент».
2. Выборгский кокаиновый канал, который в 1993 г. прогремел на весь мир (о нем мы еще тоже поговорим отдельно) - дело рук РУБОПа и тамбовской ОПГ. «И про встречу нашу по поводу первой тонны кокаина через Выборг в банках «тушенки» узнайте у него».

Там же объясняется смычка между РУБОП и ФСБ, след которой тянется за Путиным в Кремль. А кокаин нынче возят чемоданами с дипломатической почтой в правительственных самолетах.

У Трампа есть своя история с самолетами и кокаином, которую раскопал один из его биографов, знаменитый журналист David Cay Johnston.



Человек по имени Joseph Weichselbaum владел компанией по вертолетным перевозкам и обслуживал личный вертолет Трампа. Он же был связан с организованной преступностью и перевозками наркотиков, в том числе кокаина, за был арестован в 1985 и признал себя виновным. По идее Трамп должен был сразу разорвать с ним связь, потому что связь с мафией грозила ему потерей лицензии на казино в Атлантик-Сити, в то время его главным бизнесом. Вместо этого он повел себя странным образом, попытавшись надавить на все возможные рычаги, чтобы скостить своему летчику срок. Старания удались: вместо обычных в таких делах 20 лет тот отсидел всего 18 месяцев. Instead of abandoning Weichselbaum, Trump did him the first of several favors.
Two months after the indictment, Trump rented apartment 32C in the Trump Plaza Apartments on E. 61st St. in Manhattan to the Weichselbaum brothers, according to New Jersey Casino Control Commission records. Trump personally owned the unit.
It was an odd arrangement. The brothers were to pay about half the rent in cash and the rest in unspecified helicopter services, which would be hard to establish without a thorough audit, according to those casino regulatory files.
Meanwhile, Weichselbaum agreed to plead guilty in Federal District Court in Cincinnati. His Ohio lawyer, Arnold Morelli, asked that sentencing be done either in Miami, where Bradford Motors is located, or Manhattan where the confessed drug trafficker lived.
Instead the case somehow ended up in New Jersey-and in not just any courtroom, either. It came before Judge Maryanne Trump Barry, Trump’s older sister.
After three weeks Judge Barry recused herself, explaining to the chief judge that her husband, Trump casino lawyer John Barry, and she had flown in the helicopters of a confessed drug trafficker. At the time, there was only a signed order reassigning the case, but not explaining the reasons for doing so. Six years passed before Barry’s reason for recusal-potentially damaging to the federal judiciary-emerged in a book by investigative reporter Wayne Barrett.
Then Trump wrote a letter on Trump Organization stationery pleading for mercy for Weichselbaum. He called him “a credit to the community.” Trump also described the drug trafficker as “conscientious, forthright and diligent,” not the sort of language a law-and-order presidential candidate would be expected to apply to a drug trafficker who moved more than 11 pounds of cocaine in one shipment alone and more than three quarters of a ton of marijuana in another.
When New Jersey gaming regulators first asked Trump about this letter he denied writing it. When they came back with a copy of the letter, Trump said under oath that his signature was on the page. What else he may have been asked is unknown because the New Jersey Attorney General’s Division of Gaming Enforcement’s report did not indicate that Trump was asked the obvious questions:
What prompted you to write the letter knowing you could lose your casino license over it?
What were your business dealings with Weichselbaum beyond helicopter services?
Did you invest in the drug deals?
Trump has never answered questions about this, including when he called me at my home on April 27 to tell me that unless he liked what I wrote about him he would sue me, something no other candidate for office has ever done in my half century of reporting.

But the notion of Trump's pilot as FAA chief is drawing skepticism from people in the industry, who note that recent leaders of the technocratic, $16 billion-a-year agency have typically been people with long experience either in the government or running large organizations. In contrast, John Dunkin's experience since 1989, according to a Smithsonian documentary, has been working "on and off" for Trump as his personal pilot. Dunkin is the Trump Organization's director of aviation operations for a fleet that includes a Boeing 757, a Cessna Citation X business jet and three Sikorsky helicopters.
