Небольшой meltdown, который случился у Трампа сегодня, был вызван главной новостью пятницы: Мюллер предъявил обвинение 13 гражданам России и их знаменитой фабрике троллей.

The Department of Justice announced that a grand jury in the District of Columbia today returned an indictment presented by the Special Counsel’s Office. The indictment charges thirteen Russian nationals and three Russian companies for committing federal crimes while seeking to interfere in the United States political system, including the 2016 Presidential election. The defendants allegedly conducted what they called “information warfare against the United States,” with the stated goal of “spread[ing] distrust towards the candidates and the political system in general.”

По сравнению с другими расследованиями подобного рода Мюллер продолжает действовать достаточно стремительно.

На что интересно обратить внимание в обвинительном заключении?

1. Трудно оценить точный масштаб предприятия. Говорится про сотни участников и месячный бюджет в $1.25 миллиона.

С другой стороны, проект "Лахта" включает не только американское направление. На американском направлении работали по меньшей мере 80 человек.

Project Lakhta had multiple components, some involving domestic audiences within the Russian Federation and others targeting foreign audiences in various countries, including the United States. <...> By in or around April 2014, the ORGANIZATION formed a department that went by various names but was at times referred to as the "translator project." This project focused on the U.S. population and conducted operations on social media platforms such as YouTube, Facebook, Instagram, and Twitter. By approximately July 2016, more than eighty ORGANIZATION employees were assigned to the translator project.

Иностранным гражданам запрещается оказывать материальную поддержку кандидатам на американских выборах. К примеру, в прошлом году мексиканскый бизнесмен, который пожертвовал $600 тысяч на выборы мэра Сан Диего, был осужден на три года тюрьмы и штраф в размере тех же $600 тысяч. Сообщение министерства юстиции издевательски называлось Mexican Businessman Jose ... Sentenced for Trying to Buy Himself a Mayor.

Но в случае фабрики троллей точная оценка того, что можно считать материальным вкладом и на какую сумму его оценивать, представляется сложной юридической задачей. Мюллер нашел элегантное решение  - руководителям троллей предъявлено не нарушение закона о материальной поддержке, а заговор с целью обмана правительства США (conspiracy to defraud the United States). Притворяясь американскими гражданами, заговорщики тем самым обманывали Федеральную избирательную комиссию (FEC), не давая ей возможность осуществить проверку их деятельности.



2. В обвинительном заключении упоминаются американские граждане, которые были обмануты и участвовали в махинациях троллей, не подозревая, что ими управляют кукловоды из России:

Some Defendants, posing as U.S. persons and without revealing their Russian association, communicated with unwitting individuals associated with the Trump Campaign and with other political activists to seek to coordinate political activities. <...> Defendants and their co-conspirators also used false U.S. personas to communicate with unwitting members, volunteers, as well as grassroots groups that supported then-candidate Trump. These individuals and entities at times distributed the ORGANIZATION's materials through their own accounts via retweets, reposts, and similar means. Defendants and their co-conspirators then monitored the propagation of content through such participants.

Несколько историй довольно диких. К примеру про американца с плакатом "Happy 55th Birthday Dear Boss" у Белого Дома, который таким образом, не подозревая об этом, посылал привет Евгению Пригожину. Или про американку, который по заказу своих питерских кукловодов наряжалась Хиллари в тюремном костюме, чтобы в таком виде ходить на организованные ими демонстрации.

Но ключевое слово "unwitting" открывает западню для тех, кто знал о происхождении сообщений и таким образом оказывался "witting". Поскольку преступление установлено, любой человек, знавший о нем и не поставивший в известность ФБР, становится в худшем случае участником заговора, а в лучшем случае пособником. Такие обвинения могут появиться в будущем.

3. Надо сказать, что хотя Евгений Пригожин - персона, несомненно приближенная к Путину, его выбор на роль хозяина троллей, а также «ЧВК Вагнера», представляется странным. Если многие в окружении Путина происходят из, так сказать, правоохранительных органов, то Пригожин происходит из уголовников, отсидев в молодсти в колонии 9 лет. Его специальность "повара" отзывает к известной паранойи вождя со страхом отравления.

The President cannot be offered food by the host - including the head of state or government. The embassy finds itself negotiating a tough position in countries with a rich culinary heritage: the President cannot consume foreign foodstuffs that have not been cleared by the Kremlin.There is uncertainty here amongst the negotiators. Perhaps the President is secretly lactose intolerant? More likely, he is merely paranoid about poisoning. Russian materials are shipped in advance for the Presidential platter, where local cooks will be supervised by the FSB, SVR, FSO and their team of tasters. The President has refused to even touch food at foreign banquets.

Спецоперация фабрики троллей включала изучение противника, рекогносцировку на месте, вербовку агентов и психологические операции - то, что требовало навыков матерых разведчиков и было бы странно поручать дилетантам.

KRYLOVA and BOGACHEVA, together with other Defendants and co-conspirators, planned travel itineraries, purchased equipment (such as cameras, SIM cards, and drop phones), and discussed security measures (including "evacuation scenarios") for Defendants who travelled to the United States. <...> KRYLOVA and BOGACHEVA received visas, and from approximately June 4, 2014 through June 26, 2014, KRYLOVA and BOGACHEVA travelled in and around the United States, including stops in Nevada, California, New Mexico, Colorado, Illinois, Michigan, Louisiana, Texas, and New York to gather intelligence. After the trip, KRYLOVA and BURCHIK exchanged an intelligence report regarding the trip.

Но если российские спецслужбы действовали под прикрытием Пригожина, об этом в заключении Мюллера ничего не говорится. Некоторую информацию об упомянутых личностях сообщает Meduza. Они не производят впечатление ветеранов разведки.

Михаил Бурчик - индивидуальный предприниматель 1986 года рождения. Бурчик и подконтрольные ему компании несколько раз выигрывали госконтракты - так, в 2015 году он выиграл тендер на 1,3 миллиона рублей за «оказание услуг по выпуску и распространению газеты «Муниципальный округ «Смольнинский»» в Санкт-Петербурге. <...> Уроженка Ставропольского края Анна Богачева училась в Национальном исследовательском университете информационных технологий, механики и оптики, где в частности занималась научными исследованиями по теме «Автоматизация процесса разработки виртуальных лабораторных практикумов на основе облачных вычислений».

4. Менее удивительна стратегия, выбранная троллями. Как и отмечалось ранее, "Одна группа прикидывалась республиканцами, пыталась инициировать ненависть к либералам и агитировала за Трампа и против Клинтон. Другая группа прикидывалась афроамериканцами, пыталась инициировать расовые трения и ненависть к полиции, а также агитировала против Клинтон в пользу Берни Сандерса и Джил Стайн."

Действуя нахрапом, тролли использовали не только Фейсбук и Твиттер, но и другие сети, в частности Инстаграм.

On or about October 16, 2016, Defendants and their co-conspirators used the ORGANIZATION-controlled Instagram account "Woke Blacks" to post the following message: [A] particular hpe and hatred for Trump is misleading the people and forcing Blacks to vote Killary. We cannot resort to the lesser of two devils. Then we'd surely be better off without voting AT ALL."

On or about November 3, 2016, Defendants and their co-conspirators purchased an advertisement to promote a post on the ORGANIZATION-controlled Instagram account "Blacktivist" that read in part: "choose peace and vote for Jill Stein. Trust me, it's not a wasted vote."

Даже у людей, привычных к пропаганде некоторые из сообщений вызывают оторопь - как своей наглостью, так и своей безграмотностью. Несмотря на то, что на американское направление на фабрике тщательно отбирали людей с хорошим знанием английского, язык у них местами хромает, как в анекдоте про выпускников МГИМО.

Hello [Campaign Official 1], [w]e are organizing a state-wide event in Florida on August, 20 to support Mr. Trump. Let us introduce ourselves first. "Being Patriotic" is a grassroots conservative online movement trying to unite people offline. . . . [W]e gained a huge lot of followers and decided to somehow help Mr. Trump get elected. You know, simple yelling on the Internet is not enough. There should be real action. We organized rallies in New York before. Now we're focusing on purple states such as Florida.

Наряду с другими характерными ошибками, в этом неграмотном тексте нелепо использовано слово "somehow" (калька с "как-нибудь"?) и образовано нелепое словосочетание "a huge lot of followers".

"Hillary is a Satan, and her crimes and lies had proved just how evil she is."

В этом рекламон сообщении нелепое использование артикля и заглавной буквы, а также неграмотное сочетание времен. Но в наше время грамотности в Интернете никто не ждет.
