Well, "fuel" is overstating the case considerably. The material in question, when exposed to light, stores it, and then can release it as heat - more like a heating pack that you can expose to the sun to recharge, instead of a fuel.
If it meets the claimed energy density greater than that of lithium-ion batteries, then you could potentially store more energy per unit volume than the equivalent battery pack. However, you still need to convert the heat produced to electricity if you want it to power most devices, and that process is not very efficient.

Ah. Not having read the article yet, I was about to comment that we already *have* a fuel that stores solar energy--ethanol. Or any other plant-based fuel, really. :-)
But yeah--this sounds more like a cross between the already existing photovoltaic and thermophotovoltaic cells and the capacitor-like effect of whatever that stuff is in 'glow in the dark' plastic.
