I think I've seen the 'minis' in early Next Generation episodes. I'm pretty sure that was a kind of 'official dress uniform' for meeting ambassadors and stuff. It was somewhat 'feminine-looking' although I don't think it showed nearly as much 'leg' as this picture depicts.

I remember guys wearing miniskirts in exactly one TNG episode, but it wasn't a uniform. They were civilians wandering around the Enterprise.

I remember them as looking dumb and girly. Then again, I was seventeen.
