I never heard about TF almost being two seasons, that is news to me! (I thought Disney bought it up before anything could happen.) (And NO IDEA how they would have used the Gaoranger footage. And we wouldn't have had Taylor, or Max/Danny, and they are great ( ... )

Yup. It's pretty much up to TPTB, as second_batgirl explained.
Off the top of my head, when it comes to rangers in other seasons I know of a few examples of What Might Have Been:

- Karone returning in Lost Galaxy: Orginally TPTB wanted Patricia Ja Lee (Cassie from In Space) to take over as the pink ranger, but Saban wouldn't give her a full salary, and she walked off the set after a limited amount of shooting.

- Walter Jones (Zack) was initially approached to replace Rocky during Turbo, but he was a member of the SAG by that time. Thus, Justin became The New Blue Ranger

- Adam and Tanya were slated to stay on Turbo throughout the entire season, but the reasons why they were fired and replaced vary depending on the cast members interviewed.

Personally, I miss the crossovers between seasons.

Comment got too long, so I'm splitting it up in two.

MMPR got more than one season because that was at the height of PR's popularity. They were afraid to change anything too much lest it ruin the popularity it was enjoying.

Furthermore, Dairanger and Kakuranger really didn't allow for good adaptation in using its suits and non-mecha footage:

Dairanger had a Green Ranger instead of a Black Ranger, and because MMPR was still using its Green Ranger and wouldn't use the White Ranger until later, obviously that would have caused problems. On top of that, Kibaranger (the White Ranger) is a kid (and we're not even talking Justin-like with the whole growing adult-sized either--even in costume, it was obvious he was a kid). Beyond that, Dairanger is really, really violent, to the point where those who were railing on PR for being violent would've had a heart attack over this. They really didn't have a choice in that sense ( ... )

As for why some characters come back...well, the team-ups have been tradition since LG/Space (although MMAR/Zeo was the first), and they've just been doing it nearly every year since then. Episodes like Forever Red and Once a Ranger took place during anniversary seasons (WF was 10 and OO was 15), so like their sentai counterparts, which were also anniversary seasons (Gaoranger was 25 and Boukenger was 30), they had special team-up events that brought back older heroes. They're good for the younger/newer fans who may have never seen these heroes in action before and opens up a wider world of PR/sentai than before, and serve as nostalgia for those of us who've been around for longer. Who they can get for it really depends on who's willing and who they can get in touch with. Rocky would've been in Forever Red, as Steve Cardenas wanted to be involved (never mind that Rocky would've had a lousy role in it), but he moved and they lost his number, so it ended up not happening. And it's said that they were trying to get Jack or Sky for Once a ( ... )
