I never heard about TF almost being two seasons, that is news to me! (I thought Disney bought it up before anything could happen.) (And NO IDEA how they would have used the Gaoranger footage. And we wouldn't have had Taylor, or Max/Danny, and they are great.)
I'm not even sure that there IS a Watsonian reason for things in show - most of the decisions were made by TPTB, so everything has a Doylist explanation. People were attached to the characters, and to the suits. The Aquitian Rangers were the test to see if people would accept new suits, and then they switched to the sentai version of switching suits and villains every season. Which gave them a lot more to use and then we didn't have as many problems finding appropriate footage as the first 3 seasons did after a while.
As for Samurai, Nickelodeon just realllllllllly likes stretching things out. Big Time Rush has managed to have two Halloween specials in season 2. Seriously, this season has been going on for 14 months and hasn't ended yet.
(I also think character availability decides things - not everyone is willing to come back, and even if they are willing, then there are schedules to worry about.)
