Civ: Look, I'm just trying to [drink my tea/etc]. I'm not going to hurt myself, or sue anyone. Why can't you let me carry out this perfectly ordinary action in peace?
JW: Now your being selfish Sir. It's not just you - what if somebody else tried to immitate your reckless actions? We have to think of the children.

Also, the last line strikes me as a bit weak. How about after the mega-accident JW comes back on and says something like "You can't die there Sir, someone might trip over you and get hurt"

Yes: Idle as Jobsworth, Chapman or Jones as Civilian, and Cleese as Mogridge, HSE would be just about perfect :-)
