I browsed this story real fast, and I thought that it was pretty benign too. It doesn't fit at all with canon, but some people don't mind that kind of thing.
Luna/Elsa isn't that bad of an OC like you said. I thought that snitch scene was a good allusion to the Disney film and having Ginny fill the part of Anna was actually pretty clever on the author's part. I'm surprised that it doesn't have more reviews, this is actually a pretty decent semi-crossover.
