This isn't how exchange programs work. If she's living with the Dursleys as part of a homestay, then it's got nothing to do with the government and would only happen if they volunteered for it, which they wouldn't. And she would not be a 'foster child', she'd be a lodger. That's all.
Why is it necessary for her to have a prophecy about her too? I hate it when suethors use that in stories.
Yeah, the government would only force people to take in people if it was an emergency (like moving children out of London during WWII. An exchange program doesn't warrant trampling someone's civil rights. Even ignoring that, the Dursleys don't have room for her. In theory, Harry and Dudley could double up, but the second chapter makes it clear that Harry still has his own room. It never bothers to say where Giselle is sleeping.
Wow, she's shallow. I mean, yeah, the Dursleys aren't exactly great people, but she hasn't even spoken to them before she's making judgements. Hell, the first thing she does is compare Vernon to Hitler, despite his moustache being a completely different style and color.
And that seeress is a complete idiot. I mean, she supports Harry, so why is she giving Voldemort critical information?
