Nah, I think the explanation is a lot more simpler than that. I think most fanfic writers, especially the youngsters, don't really like researching topics and prefer to make assumptions. They've probably just seen a lot more movies/shows involving kids in orphanages than kids in foster homes and haven't found out that the latter has replaced the former. On the off chance that they do know, they might think that orphanages have that more gloomy vibe and decided to cash in on artistic license.

In Prisoner of Azkaban Marge even says she'd have sent Harry (born after 1979) to an orphanage if he'd been left on her doorstep. In a world with magic and dragons and so on, it seems like a reasonable degree of artistic license to have a fictitious orphanage that stayed open another decade or two, if the story itself is solid, but it doesn't seem like a lot of authors who bank on that can write a good character beyond it.

I took what Marge said as an older person speaking in a "well in my day" manner. The only other mention of an orphanage in the book is from a time frame when orphanages were still around.

When writers make their character grow up in an orphanage, the orphanage setting is used either to explain why said character didn't show up in the original book series or they're used to give the character something to angst about. It just ends up being writing bling.

A vampire Lestrange would be an interesting villain

Of course, she's not SUPPOSED to be a villain, and does absolutely nothing of interest whatsoever
