maybe make him a blanket "fort" around his bed along with all of the other suggestions, like, pin blankets and/or quilts or something close to his bed and then have some other kind of barrier further out.
Poor guy. I was living in a house where the other residents thought nothing of skateboarding up and down the stairs at 3am while screaming like banshees. I bought a job-lot of 3M factory grade foam earplugs from eBay and slept with my phone under my pillow as my alarm clock. I made sure to set it to vibrate, and set 3 separate alarms a day until I got used to it!
I had this problem with one of my roommates. I actually had 4 wall and a door but the wall where really thin and the roommate was hard of hearing. I bought said roommate a pair of wireless head phones to hook into the tv for Christmas( I was good friends with the roommate). This way both of us where happy.
Cheap soundproofing for musicians is to put up carpet on the walls...
For your boyfriend... try to get carpet remanents (sp?) from carpet factories/showrooms... they go for cheap if they are just pieces... much like kids had back in the day during kindergarten/first grade as placemats. Take the carpet pieces (as many as his budget allows) and plaster them everywhere possible on the walls/shelving units/etc!

Pretty much how we "soundproofed" our band room. Layers of foam and carpet. Helps that my man works in flooring for a living so we always have it around.
To the OP,layers of carpet foam and carpet,plus earplugs. There are better earplugs that costs nothing,(that musicians like myself use),that I put in and can sleep in the middle of a room while people are being hella noisy,so that will help. Once you get used to them you don't even know they are in.
I've heard that a barrier of egg cartons between two flat surfaces work for soundproofing (possibly would help between two curtains, too). I was never able to accumulate enough egg cartons to test the theory! A few layers of styrofoam packing peanuts or bubble wrap might help, too. But probably not enough to solve the problem.
This is excellent for sound deadening, not necessarily sound proofing. I have done this to several rooms. If you need to get the egg cartons, go to your local grocery store, and ask them to save up the egg creates (or apple create separators). It took about 2 weeks for me to get enough to treat a band room for a summer camp. To work, you need to be able to treat at least a third of the room.
