Hey, hope this will inspire a bit:
Pasta, Quinoa, Rice, Beans, Chickpeas, lentils, and other canned/bagged beans like them, millet, barley, tvp or any other fake meat you may like (if at all), Morningstar Farms things for when you're feeling lazy and not like cooking (to freeze), Yogurt,

canned tomatoes, refried beans, veggie chili, SOUP!, crackers and good hummus, falafel makings, if you want THE BEST falafel recipe ever, comment back and i'll be happy to give it to you, I made it two nights ago, picture here:

squash is cheap and tasty. asparagus is good too. to cook with get some olive oil, sesame oil and grapeseed oil. all good for you, all tasty. i'm not a vegatarian, but i really do like well-cooked vegetables. i have a way of cooking asparagus that my red-meat-and-potatoes husband loves:

cover the bottom of a skillet with a thin layer of sesame oil. cut ends off asparagus and place in skillet, and turn up to medium. spice with chili powder, paprika, garlic - or whatever spices you like. cook until it reaches your desired consistency. its very good! i also love wheat pasta with steamed broccoli and parmesan cheese.

Get lots of dried base ingredients instead of canned stuff. For example, dried beans, lentils, etc. It takes longer to make them (although pretty easy if you have a pressure cooker or crockpot), but they're cheaper and store well. Brown rice is a great & pretty cheap staple. You can try to find a local grocery co-op too - that's a great place to find fresh veggies for cheaper than grocery prices (usually).

assuming I could find somewhere with a bulk section and you eat dairy and eggs.

olive oil
garlic
onions
carrots
celery
ginger
potatoes
sweet potatoes
bananas
other fruit and veggies that aren't too fragile
vinegars (balsamic, apple cider, white)
eggs
tortillas
canned tomatoes
frozen spinach, peas, corn, and any other veggies you like
a block of whatever cheese you like and/or a tub of yogurt (strain to make fresh "cheese")
sugar
molasses
soy sauce or braggs
seaweed wraps
salt, pepper, red pepper, hot sauce and/or cayenne pepper, curry, cinnamon, thyme, dill, parsley, cumin. If you're looking for really high-quality spices at grocery store prices, try Penzey's

Bulk:
walnuts
cereal
oats
flour (white and whole wheat)
corn meal
spices (or see above)
sugar
beans (if using dried)
rice, brown and white
pearled barley or quinoa

in the bulk section, look for vegetarian chilli mix.
im veg, and i use it for taco meat, nacho dip and a million other things

This is almost exactly what I have in my cupboards. So I second your list! The only other thing I'd include is pasta.

Tiered meal:
Night 1: Make a ton of Corn, beans, rice, veggies of choice: Tacos!
Night 2: Mix corn and beans with can of refried beans, season, use as healthy spread for pitas, top with veggies from night before.
Night 3: Use leftovers again to mix up a chili style soup!

I love appetizer night...things like pitas with hummus, cheese, etc. and sauteed or fresh veggies. Just a big spread of finger foods. Then you have a lot to work with for leftovers and carry-alongs.

Also! Something you can make with desired ingredients (sweet, spicy, whatever) and microwave at work, or other. Freezeable Pastys!
