Yes isps suffer hardware failure sometimes. And yes if you have 2 dhcp servers on a network aka if i was to set one up at my place. Sometimes windows boxens will broadcast to other dhcp servers and you will be assigned wickid stuff since it is a 'broadcast' and the packet is distributed across the network. But please note 99.9% of isps in the USA have engress filtering installed on their core routers which prevents people who are assigned these 'wickid' ips that arent within the local isp network from forwarding traffic that has a src thats not within the network to the internet. In effect, the packet gets 'a dropping' at the isp before it reaches its destination ( ... )

Cox's Ip's dont change much. Ive had my Ip for nearly 6 months in my router. So its pretty much the same computer.

Yeah cox gives 'persistant' ips.. not 'static' they are just leased for longer times by dhcp. But hey, they are doing that as a 'reward' for the client because of their measures for implementing all their filtering on their provider. Because not only cant you run a webserver on port 80 because sopposedly 'due to the viruses that are going around the net'.., but you cant set up a mail server, you cant run windows peer2peer smb filesharing.. all this bs is a bunch of bs.. they just dont want their customers using their bandwidth for setting up personal websites on their networks. Danger WILL ROBINSON, lets port block and save traffic so we can give people persistant ips.. make them feel like champs.. but deny them access from running other services on our network..! whee... what an idea sir robinson ( ... )
