I suppose this line of Republicans are tough and Dems are weak goes back to the cold war, when Republicans were seen as more hawkish against the communists and the Democrats were more into detente and negotiation. It was a winning line, and guess it dies hard.
Yeah prolly more recently because of Vietnam (Nixon versus everyone), and perhaps Jimmy Carter and the Soviet invasion of Afganistan, and the crackdowns on unions in Poland, and the Iranian hostage crisis. Which makes me wonder, when President Obama ordered the operation that got OBL, and had that ended in disaster (it very nearly did)-- what do you think the right wing's take would have been compared to what we saw in general ("oh it wasn't like Obama did this by himself! George Bush and Cheney deserve a lot of the credit too!")
I know what you are saying, but this mythos of strong red-white-and-blue Republicans and pinko-softy Dems, as well as I can recall the history, stems from the Cold War and our stances on the Soviet Union.
As for the War on Terror, I am afraid that Republicans have had some ease on pulling on those same strings, at least early on. After all, Republicans were even wiling to attack the wrong country, whereas from the liberals we supposedly see more concern about Islamophobia than terrorism, and how 9/11 is really our fault because of American imperialism, etc. Why do we hate America? etc.
Why is war unavoidable? I don't think it is. In fact, I think that someday it will be something that humans will look at as part of our barbaric past.
Why do I think this way? Slowly, people are beginning to realize that even their enemies are human beings and not the parodies of evil that they've been made out to be by the ruling factions of society. Our barriers are coming down and with electronic devices individuals can communicate directly with each other. This includes language barriers - Eventually the world will speak one language.
I don't expect to see an end to war. I don't expect that war will end in the next century. I do think it will end though. Eventually the idea that war is an unacceptable way for governments to handle conflict will catch on.
Yeah, we're free agents. Nothing in inevitable. According to Robert McNamara (President Kennedy's Defense Secretary) it was a foregone conclusion in the late 1950s, and early 1960s nuclear war was inevitable.

Having said that, unavoidable =/= "we need cheaper gas prices!"
