Lately I've been trying to look up something about the US Constitution, i.e., what the protocol is when it comes to presidential vetoes and the responses that Congress can make to them. From what I remember of a wonderful political science course I took back in the mid-1960s, I *think* that if the President vetoes a bill, Congress can still pass

Yes congress can override a presidential veto, and has done so in the past. I think it's a 2/3rds vote to do so.
